FC3 swap problem

I'm having a problem with FC3, from what i can tell my server isn't using any of its swap file.

[*@* ~]$ free -m
total used free shared buffers cached
Mem: 1009 137 872 0 11 67
-/+ buffers/cache: 57 951
Swap: 1983 0 1983

no matter how much load i put on the server it stays at
Swap: 1983 0 1983

Any ideas on a fix would be very helpful
