See the most recent post by JohnVV. You need to edit the files /etc/yum.repos.d/fedora.repo and /etc/yum.repos.d/fedora-updates.repo
Here is the first section of my fedora.repo file to help you ou - your's should look like this toot:

Note the line
enabled=1 above. That's what enables the fedora repository.
