useradd locking accounts?

I run useradd threw a script, noninteractivly, I also need to assign passwords to users noninteractivly using useradd's "-p" option and inserting an openssl encrypted password, but for some reason even after I do this the user account is locked down. How can I prevent useradd from locking accounts intill the password is change with passwd.

BTW: I'm able to view the password status with pass -S [USERNAME] and it shows the user has a usable password every time!

I'm trying to do the same type of thing. Did you ever find a non-interactive way to set the password?
