bootlogd not enabling


I know that in debian you edit /etc/default/bootlogd to enable boot logging and I have done so but it's not creating a boot log in /var/log. The text scrolls by too fast for me to see the reason as to why it won't whenever it's booting into the system. Is this a known problem?
