As far as I know apt only works for .deb based distro's and ditto repo's.
There are variants, like slapt-get
Quote:
slapt-get is an APT like system for Slackware package management. It allows one to search slackware mirrors and third party sources for packages, compare them with installed packages, install new packages, or upgrade all installed packages.
but as it says its for Slackware type packages (.t?z) etc.
The "real" apt works on the .deb installed packages database etc to find out which dependencies you already got, etc.

Back when I ran Puppy; I remember I could convert debs to pet or sfs files. Had to search though for right version for my Puppy version. It did not work on all debs either.

Slitaz came with tazpkg if I remember correctly.

Bunches of Puppy specific search links in the Puppy section of the forum < sticky> .

In principle you could install apt but without repositories containing software for you system it wouldn't be much use.
