apt-get vs. configure from source

How do I configure .deb packages downloaded using apt-get? Is it possible to configure them as I would do with a source code? I mean ./configure --with-balls etc etc. How do I do that with apt-get?

I doubt it that's possible as .deb packages are prebuilt, while
configure comes before make...

If you add the src repos you can grab the source and then repackage it.
