It does not show up in Package manager.
This does not work either.

sudo apt uninstall backups
Is it builtin ?

It doesn't work if you mistake the correct package-name of the application. Your first homework therefore was to hunt for the "correct" name of that application named as Backup in the Menu.
Having the correct name you can sudo apt-get uninstall *app-name*.
Illustration:
In a more transparent distro like Slackware (and its derivatives), assuming total ignorance of the application name, decoding the app name is done simply in few steps:
1. run "htop" in terminal (or ps -axu)
2. run the app (it will use some amount of memory/processor, check what binary the running htop captures)
3. after knowing what binary it runs, cat or grep the record /var/log/packages/*
4. then uninstall "removepkg /var/log/packages/app-name"
5. Done.
This you can do also in Ubuntu if you have understood its record-keeping policy. Yet nothing forbids you from trying it.
Just an opinion. The beautiful aspect of a conservative sys5.init Gnu/Linux distro like Slackware is that, letting the user know, understand, and control the entire system operation with simplicity is the fundamental aim. A good attribute shared by Slackware with BSD and Unix systems. This one I missed in *buntus.
Hope that helps. Good luck.
