I don't know if this will help or not, but I have found these points in Ubuntu, which may be related to what you see in Kubuntu:
1. If there is something else logged in, maybe on a text console, or via ssh from somewhere, or under screen somewhere, doing shutdown from the menu will only result in a logout. Since screen will leave things logged in even if the local window/console closes, even if screen is currently connected from local to local, it can create this impact.
2. If there is no net access or at least no DNS server access at time of shutdown from the menu, it will take a while to complete the shutdown, maybe 3 to 6 minutes.
I don't think I would change point #1. One can get around it via the command "shutdown" under sudo/root privilege if they must. Point #2 might be worth investigating (something is looking up something that during shutdown should not really be done, especially if the cause is to reset a network, etc).
