These bills are meaningless the NSA and probably the FBI and DHS already monitor cellphones as well as emails, gps and Google searches. Privacy is an illusion, unplug your computer, throw away your cellphone, and hide in your basement. That is the only way you can hope to have any privacy.

You will still be tracked on Tor.
Look at it from their POV. They don't have enough manpower or computing power to track all of the people all of the time ... at least not yet
You should know that most of the tracking is done by the people themselves using Fackbook, Twitter, GPS smart phones, etc.
You will never have 100% privacy, but I would like to at least delay the decrease in privacy for a while longer. For sure in about 5-6 years, there will be none. The best I can hope for is maybe another year.
