I have a SUSE 9.3 KDM/KDE install. I would like to have the /etc/issue message appear after a graphical login and force the user to hit enter to continue.
I don't know the answer to your question. I believe that you could put a call in .xinitrc to some X application that would display your message. If I wanted to do this that is the first approach that I would look at.
