Ok, I"m slightly frustrated. I simply want to have a banner with legal data be displayed prior to users logging in. I should simply need to add my text to /etc/issue, right? Well, for some reason it does not seem to work. I have read many articles and googled this problem ad nauseum, and still don't have a solution as to why agetty will not display the /etc/issue file. Has anyone else had this problem? I apologize, as I realize there is probably a simple solution, I am just at my wits end over something this simple. Thanks!

Check /etc/login.defs to see if /etc/issue is looked at or not.

Should be something like: ISSUE_FILE /etc/issue
