Good news! The mystery is finally solved.
In further researching my problem, I found several posts on other forums about users experiencing similar issues due to conflicting IRQ assignments. Their solution was to add the following boot-time parameter:
"NOAPIC"
I tried adding this parameter, and miraculously, all of the USB devices came to life! The printer, wireless mouse, PocketPC dock and thumb drive all work perfectly. Hotplugging works too... when I insert the thumb drive, the device is displayed almost immediately within Konqueror.
In my case, the culprit must have been IRQ 11. Now in my startup log, I see these entries, that didn't exist prior:
PCI: Sharing IRQ 11 with 0000:00:1e.3
PCI: Sharing IRQ 11 with 0000:0b:00.2
What's more, although not a USB device, my local network connection is also now working. Perhaps IRQ 11 was being used for both the network and USB controllers.
