sendmail and uucp

My ISP (jaring.my) still uses uucp
I cannot send external email through sendmail as I get service unavailable rejections. Looking at maillog I see
/usr/bin/uux : permission denied
So sendmail cannot use the uux process to move the mail to the queue.
The uux file has is owned by uucp with permissions -r-sr-xr--

chmod +x changes the permissions to -r-sr-xr-x and the sendmail then can open the uucp service. I don't like the security implications of doing this though.
