Mounting NTFS at boot

I am able to mount my ntfs partition fine, but is there a way i can mount it with read write access and be able to access it with a user and not just root ?

To access it as all users, add to your /etc/fstab something like
/dev/hdaX /mnt/win ntfs umask=0222 0 0
To mount it rw you usually need to recompile your kernel, but if you'd like to keep your data, don't try it. Read-write for NTFS is VERY experimental.
