Did you search the forum? There must be a million treads about this.
However, you need to edit your fstab and add 'users' to the to the lines you wish to be able to mount as normal user. You can also choose to use 'gid=xxxxxx' and add that group to your grouplist. That way not all normal users can mount the drivers, only the ones you add to the group. If you use KDE you can easily conifg your groups by typing kuser as root.
mounting a drive for all users could look like this:
/dev/cdrom /mnt/cdrom iso9660 noauto,users,ro 0 0
