it seems to be a known issue since 2019, as mentioned on this post on the archlinux forums. these mixed locals (en_AT, en_DE, ...) are known to be invalid, i can't imagine that this hasn't been brought up to the KDE developers yet - but i'll check and see where i can report this anyways.

it's indeed already been reported to the KDE bugtracker 4 years ago. a fix was declared to be merged last year, not sure if i should still file a report.
