Environmant variable LANG


I would like to have your opinions on the following issue. I thing there is one point I miss that makes me write this.

Here it is: I do export LANG variable set en_US.utf8 from my profile. There is no problem, I check it before starting X (env|grep LANG gives LANG=en_US.utf8). Having X started, I open xterm and re-check again, it is ok.
Now, after changing my keyboard loyout to Cyrillic I cannot type cyrillic in xterm. It is ok for other programs - I can do it in Mozilla and Kbabel.

I can make xterm accept input in cyrillic this way: I type export LANG=en_US.utf8 and then open a new xterm. Doing this solves the situation. On the other hand, opening a new xterm wihtout exporting LANG gives:
Warning: locale not supported by C library, locale unchanged

Isn't that export of LANG in the beginning(before X started) affect all others programs started thereafter? Before X started I had en_US.utf8, but it seems that I have to re-export LANG again for xterm.
