bugs in kde?

As root I'm not allowed to change local hour, I can't record the new configuration.
I wanted to have 0.fr.pool.ntp.org active but I'm not allowed to record that new configuration, which was not the case previously.

Other new weird behaviour, I've no more access in dolphin to the entire 'filesystem' even as root.

I reinstalled all the kde packages, and that didn't change anything.

? seems to be working here with the url you listed. sddm+plasma logged-in as non-root user we get prompted to enter the root password after having clicked on "Apply".
