Grub uses 'append'? Try:
kernel /boot/vmlinuz-ide-2.4.26 hdb=ide-scsi vga=773 root=/dev/hda7 ro

For my part, my grub kernel parameter line looks like this :
Code:
kernel /boot/vmlinuz-ide-2.4.26 root=/dev/hda7 ro 4 hdb=ide-scsi vga=773 video=vesa:ywrap
video=vesa:ywrap enables scrolling in framebuffer console by using shift + page up / page down

You're right. Buf if you don't enable the vesa framebuffer by using the wrong syntax in the configuration in your bootmanager the tux won't show I guess.
