Add directory to PATH

I want to add a directory to my search path.

Which file do I need to edit and what do I add?

What is the difference between bashrc and bash_profile?

I add this line to your .bashrc
export PATH=$PATH:/sbin

I would have to google for the page that best describes the differences.
