[SOLVED] My windows keep getting set to be stuck to the top of my screen

my windows keep getting set to be stuck to the top of my screen
it happens to me on a few different distros
and i cant pull any boxes & or windows of any kind down
you can imagine how annoying this is with 3 windows open
any suggestions??
