Trying to install dev tools - dependency probs


When I try to install the development tools from the RH9 CD the installer complains that "openssl 0.9.7a-2" is not installed. When I try to install that rpm from the console it complains that it is already installed and lists the various conflicts. I have tried rpm -Uvh --nodeps. I am pretty sure at some stage I have updated openssl manually, how can I either manually remove the newer openssl so I can install the older version, or manually install the development tools so that I can compile ?
I managed to install gcc using up2date -i gcc, but when I try to run gcc it complains that i need a package similar to libstd++-dev. When I try to install libstdc++-3.2.2-5.i386.rpm it complains that its already installed . This is why I want to install all the dev tools from the CD.

on Linux for only a few months (ex-mac and windows) so go easy on the technical stuff !

is there some way of using up2date to install the development tools ?

telling us what the errors actually are is kinda useful, but generally just try installing either apt4rpm or yum, which will resolve dependencies automatically for you.
