Why do you want to? rhel4 does not support yum. you can not use yum in line with RHN, you use up2date for that. rhel4 is obsolete, and you should really look to rebuild the server to rhel6, which will have yum by default.
Also note that if you are not subscribed to RHN you have no business running rhel in the first place. you CAN run yum under centos 4, so you may want to look at the fairly simple conversion of that existing system to centos from rhel. It sounds like a big thing, but it's actually only a few rpm's to install.
Thank you very much for the information you gave. RHN subscription ended. My goal is to synchronize the system clock on linux. For this, I wanted to install yum. yum has nothing to do with time syncing... if you just mean you want to install ntp, install it through up2date or by any other manual means. You said you got "the error" yet have not said what this error is in any way.
