how to install yum on redhat7.1,proper comaand for downloading the yum and configuration such that it can work

The short answer is "don't" .. I haven't attempted it but I think the amount of changes required would probably break the system.

Is that an error and you really mean RHEL 6.1? With out registering and paying money you can not use the RHN for upddates. I would suggest using CentOS instead.

Now if you really meant 7.1 it is very old and no longer supported. There are no repositories that are capable of updating it so it isn't possible.

We will need additional information as to your real requirements to get a better idea on how to lead you in the correct direction.
