Question TCP connect timeout in so short time. just around 5s to 10s.

Why the TCP connect timeout in so short time?
I use the tools to cap the TCP packages. I find When my host send the SNY to the server to try to connect. if the server cannot send back the ACK in 5s to 10s, then it will timeout. Why the timeout is so short?
