I would imaging that you would want to use XLib. I've wanted to try my hand at this two I have simply been waiting to get some time on my hands first. I was thinking of maybe using the GTK libraries (not gnome) if it would work and if I could get them to do what I wanted...
However, essentially it is a simple matter (or so it seems) of creating an application that when started will suck up the entire screen real estate. After that you service requests to start applications, etc. To add to the link posted earlier I would also check out freedesktop.org as they have some specifications on behavior and interaction interfaces that most WMs seem to strive to support.
