How do you output PCM sounds linux using python and ALSA?

Hi to python programmers out there. I have a project in school that I need to do but I am totally at a loss so please help me. I have to create a sound player that has an input of hex or binary string only. Are these the ones called PCM?

The audio file representation is just a text format which contains information about the channels and bits. The complete description of the file can be found in a website. geocities.com/lui_agustin/dsp/xmcs.html

Please help me. Also, I want to use ALSA programming in this project and I can't find resources for ALSA programming HOWTOs in Python.
