Not sure what you are asking exactly, but here's how I use ssh with cvs.
export CVS_RSH=ssh
cvs -d:ext:username@hostname:/path/too/cvs/repository co projname
Once you have the project checked out, you don't need to use the -d option in that directory anymore. Just use the following to commit your changes:
cvs commit -m "some message about the changes"
And the following to update any changes that might have been made in the cvs repository:
cvs update
