Activating a virtual network interface


Can anyone point me to information how I can programmatically (in C) activate and deactivated a virtual network interface?

What exactly do you mean by virtual network interface? Is this a TUN or TAP device? Is it just an IP alias for a physical interface? Is it a VLAN-tagged interface?
