If you wish to check the history of other users, and you have root capability, you can review their .history or .sh_history file locacted in every users home directory.

Why not? What would your suggested solution be? This thread had been closed for five years, but the last time I used HP/UX, that worked, and I also did have .bash_history files to review as well.
The old default shell for HP/UX did not have a history ability until you set it up. IIRC it was csh or sh, and you had to set up all the environment variables for it to work. But you could change the shell to bash it would work as normal.

We used bash the last time I used HP/UX, so it did have history, but I also do remember having history in the 'regular' shell, but I admit it was numerous years ago. It could have been enabled by someone else.
