AT+CMGS to send message through motorola c350 not working


Hi .

I am using Motorola c350 as a USB modem. when i am quering the modem using minicom all the AT commands are working EXCEPT the AT+CMGS to send messages. when i do AT+CMGS = "18", it says +CME ERROR.

My question -->
1. does AT+CMGS works with all gsm modems ?
2. If not , how do i send SMS using my phone as a modem ?

Any help will be highly appreciated.
