How to create Datacenter and Cluster on VMWare Hypervisor

I installed VMWare Hypervisor on a bare-metal HP box. The media is VMWare-VMvisor-Installer-5.5.0-1331820.x86_64.iso.
Server boots up. It shows installation is VMware ESXi 5.5.0 (VMKernel Release Build 1331820)
I log into it via VMWare vShpere Client. Appears it is treated as a host. I can only create virtual machine or Resource Pool on it.
How can I create Datacenter and Cluster ?
Thanks.
WL
