web connection as non-root

In RH8.
The only way I've found to establish my web connection is to manually start kppp with root permision, then cancel this permision. I must be able to do this as non-root...

What's the easiest or laziest way to get online? (serial modem)

The proposed thread has not helped but I've found a temporary solution. Under System tools/Network peripheral control I can activate the pppd connection before starting my browser manually.
