vsftp user access control


Hello.
I try to build a FTP server.
I have two local users A and B in my system.
I want to use username A to access the FTP server.
I set
local_enable=yes
userlist_deny=no
userlist_file=/etc/vsftpd.user_list(and list the username A in the file)
chroot_local_user=yes

But I can still use username B to access the server.
I tried to use chroot_list_enable, and chroot_list_file, but it didn't work.
How to deny B?

If I'm reading the man page right, you need to set userlist_enable=YES in addition to userlist_deny=NO in order to get users denied unless they are in the file.
