VLC and /dev/dsp: Stream Audio Over Internal Home Network

Hi y'all. I've been having trouble getting this to work. I really don't need video support for streaming. My intended use for streaming audio is when it speaks time every hour except for midnight and when speaking out weather information using weather-util and my weather script that I've contributed, and it can also sound a "door chime" if I have a wireless transmitter connected to my computer. That is, if I use a relay and hook it up to my computer via a serial port, but that's really not the point. The point of my thread is, if I have a compact media player opened in multiple computers (like VLC for Linux or Windows but can be hidden in the system tray (I might have to find an alternative), all my computers can function as a whole-house wireless audio system (my home theater PC is wired to my switch via an RJ45 cable).

Okay, so here's my problem.

Code:
grayson@server:~$ vlc -I rc v4l2:// :v4l2-adev=/dev/dsp "#transcode{acodec=mp3,
ab=128,channels=2,samplerate=44100}:udp{dst=10.0.0.1,port=1234}"

I want VLC to be started up during the boot process, so that computers can connect to my server and begin getting audio from my server's /dev/dsp output, but for now, I'm doing this for a test to make sure it is working.

Is there anything I can do to work around my problem?
