strange sound/video question

i have a rather strange question that i cant seem to possibly diagnose.
on certain occasions (its hard to say when) my sound/video will get intermittently choppy, like after about every 10 seconds ill get a slight pause in the playback in whatever i am doing. this is systemwide whether i am watching movies in mplayer, vlc, playing games on any given emulators this will happen. but at other times when watching the same movies and playing the same games, the sound and video are perfect, so it doesnt really make sense to me.
i have two gigs of memory and a pretty new laptop and havent had these problems when running windows so i am assuming it cant be hardware related.
i actually noticed that when i reboot my computer the problem goes away but then it will come back. i just cant seem to figure this one out?
any advice is greatly appreciated.
thanks.

Hi.

I think what's happening is that your processor is throttling down. I've seen a similar effect with MPlayer on an old Thinkpad - when the processor speed changes during a video, odd things start happening.

I don't run a laptop any more, so I can't remember how to switch off frequency scaling unfortunately.
