Sendmail or Procmail Archiving

I'm running CentOS 4 on a new install / new client. After installing the server they changed the scope of the email. The new requirement is that all email, both inbound and outbound, must have a copy of each message written to the filesystem somewhere that the company owner (it's a private company) can review. I've pled my case that the volume would overwhelm anyone and the effort isn't worth it since the owner will grow tired of this after the first day. The requirement still stands.

I've used Google and Yahoo searching for solutions to this problem and have posted to the sendmail newsgroup. Someone there suggested I use Xamimeit as they have similar requirements. I downloaded and installed that product but I can't get it to work. They have a mailing list but it appears I'm the only one that posted there. The procmail recipes I've found (via Google / Yahoo) often require modifying the sendmail.mc to add Local_Rule_0 changes. These often break sendmail, my last attempt had me down for 18 hours. Copying on receipt is relatively easy, it's the sending side of sendmail that has me spinning my wheels.

The sendmail news group claims it's been asked/answered numerous times and says to refer to the FAQs on it.

Can someone please tell me how to configure sendmail so that I can have a copy of every inbound and outbound message written to a another file for management review?

Please don't reply that it's illegal in many countries. I've heard that before. It's not illegal here.

TIA
