Unhappy samba netbios problem


hi everybody
maybe this had been already asked but i couldn't find it
i have a netbios problem with my samba
i can't access it with the netbios name, but i can access the shares with the servers ip address
here is my smb.conf:
[global]

workgroup=workgroup
netbios name=file-server
interfaces=192.168.1.254/24
domain master=no
security=share
wins support=yes
name resolve order =wins lmhosts hosts bcast

[stoc]
path=/home/samba
public=yes
writable=yes
directory mode=0777

i also have some nt machines on the network so i don't want samba to be the domain master
pls help

i think it was my windows machines fault
it works fine from the other window boxes of my network
