russian keyboard in EL5

Hi,
I need to install international keyboard in EL5.
I do not have /etc/sysconfig file in my computer -
it is a directory instead.
There is a file ¨keyboard¨ :
[modest1] /etc/sysconfig > more keyboard
KEYBOARDTYPE="pc"
KEYTABLE="us-acentos"

What should I do to use the keyboard ?
