logrotate probably, that's when it, and a few other cron jobs in /etc/cron.daily all fire by convention. Does it really stop, or just reload??

correct

It is AFTER a logrotate and we have to restart rsyslog.
I do see a bug in red hat bugzilla however and I am investigating further.
