remote telnet to mysql server with error

I have a mysql server that open to connect

I use my windows desktop commmand prompt to connect it with the below command

telnet IP 3336

In general , the output should be as below , right ?

Escape character is '^]'.

However , now it pops the error ( attached ) , would advise what is wrong with it ? is the port opened , if I want to connect and login it , how can I do ?

the "bind-address" is "0.0.0.0"

mysql version is as below

No, telnet is the wrong application. You need to use a mysql client.
