How can I reset the default margins for Open Office to be one inch all the time.

Are you looking at this for each of the OOo types (Word Processor, Spreadsheet,etc) or for just one of them?

File --> New -> Templates and Documents -> Choose your favoured Document i.e. writer, calc etc.

Then set up the page as per your desired margin using Format-Page->page

save the template. use it.

Got it to work (I think); it was for Open Office (.doc) Much obliged.

if ALL else fails, just nuke the hidden .openoffice.org2 directory in your homedir.
