When the PC is booted I see the DELL screen, but instead of the Ubuntu Screen with the red dots moving from left to right I get Vertical Black and White Bars. Then I see the log in screen and the PC works OK.
Some times if I have had an update from Ubuntu or if I have tried to change the gragphic drivers I can see the correct start screen including the Ubuntu screen with the red dots moving from left to right.
To get the Ubuntu logo at start you have to use a driver that supports kernel mode setting. The free nouveau driver that comes by default with Ubuntu does that, the proprietary does not. So, if you have the proprietary driver installed you will get the fallback mode, which uses the colored bars you see.

To get the rid of the "bars" and see the "Ubuntu" with the red dots screen!

Also Tobi mentioned the nouveau which is available in package manager listed as xserver-xorg-video-nouveau along with nvidia-glx package.
Or you can use xserver-xorg-video-nvidia.
The legacy 173 doesn't support your card, while xserver-xorg-video-nvidia does.
