Install a GUI tool like guarddog or something else and configure iptables... or configure iptables directly (you will need to see some good tutorials for the latter). That is all.
If you install clamav or amavis, then they get started at some early runlevel ... you can adjust that from the 'services' menu item.

IPtables is running as default on Fedora.

You really do not need any antivirus for Linux. I run clamAV every couple of months and have yet to find a (active) virus(in four years?).
