Telnet is a prt of the core distribution, so you don't have to download anything, but due to telnet's insecure nature it is not enabled by default, you should really look into openssh (opensource implimentation of the secure shell http://www.openssh.org ), well as for the telnet look at /etc/xinetd.d/telnet file - edit teh line that says disable=yes to disable=no and restart xinetd service kill -HUP `cat /var/run/xinetd.pid`
I can tell you how to configure telnet in one word: DON'T (though technically, I suppose that's a contraction of two words)
neo is right, you should use ssh instead. Telnet will send your passwords in cleartext, as in unencoded. That's a bad thing, unless you don't mind giving access to your computer to anyone who really wants it (and what dedicated black hat wouldn't want another zombie?)
