If you did a standard install, I think that it should already be there. Have you run rpm -qa | grep telnet to see if it shows anything installed? If it does show telnet installed, try running lokkit to configure the firewall to allow port 22 for telnet.

First, telnet uses port 23, not 22.
Second, you SHOULD NOT USE TELNET, PERIOD. The telnet login protocol is inherintly insecure. It transmits all information in plain text, including username and password. This means it takes a trivial amount of effort to obtain all passwords sent over telnet sessions.
Use OpenSSH as a replacement for telnet. SSH encrypts all traffic, including authentication information. SSH uses port 22/tcp. It is also included by default in nearly all Linux distributions.
