I remember that Synaptics gave a possibility to select such an upgrade, but I cannot find it anymore. I run Olivia, which is no longer supported, so I have to upgrade.
I am also interested in command-line utilities, but I cannot find the right command in aptitude either.
Follow the above of course but I might suggest just hanging on for another month or so till mint 17 drops. It will be LTS which means it will be supported for 5 years instead of the usual several months.
I would agree with that... however, it seems that Mint 15 does not even issue updates anymore. I have not even seen an update for OpenSSL, and I presume that should be urgent.
I'm not arguing that. But as much as some may yell at me for this. Linux is far far less likely to be attacked, especially home use. You are somewhat safe by the "security by obscurity" philosophy. But if worried then go for it, was just suggesting so you don't have to do it again in a month or so.

The reason for that would be that support for it ended in January, 2014. The suggestion by Tadaen would be useful. Also bookmarking the link below if you are going to continue using Mint.

Not true - I ran update manager on a Mint14 laptop yesterday, and it (finally) completed (including the SSL update).
I have been intermittently trying this for a week, but it has been so slow I cancelled it. I presume their server(s) can't handle the load.

And am not updating till next month when 17 comes out. Tonight I will be tarring up about 70gig of /home for external drive and backing up apps to external 1TB drive.
