How can I monitor services such as apache and mysql, and restart them automatically if they go down?

I suggest you look at Monit - here's their website. I know the IPCop addon called Copfilter uses it to monitor its services, and regularly sends emails to me when any of these services is stopped or restarted.

Well, one way is to write a watchdog script and cron it.
