ftp3.nrc.ca not avaliable

I am not able to install Openssh-server using Debian. When I perform "apt-get openssh-server" from my public IP 216.59.254.14 I get the message "unable to fetchsome achives". This also happens if I perform apt-get update. The adress it is trying to reach is 132.246.2.23,
ftp3.nrc.ca

How can I change the package download target?

You need to change /etc/apt/sources.list; see also https://wiki.debian.org/SourcesList.

Do you know who I can report the communications problem so it can be corrected or removed?

Information about repositories, including a link to the team that manages official repositories, is at https://wiki.debian.org/DebianRepository.

Or nrc.ca.
