CUPS settings issues

Often, CUPS Printer settings are only sticky when set in both Control Panel, and final dialog print. For example, if FINE is set in Control Panel(CP)/Printers

and FAST DRAFT is set in final print dialog

actual print can be in FINE. This is repeatable and does not matter what the originating software is eg Shotwell Open Office and so on.
We have confirmed it with various printers using CUPS and various computers and variants of Linux eg Mint, Ubuntu, Kubuntu, Puppy, Pinguy.
Final Print Dialog must the control, not Control Panel, and Windows printing does not suffer from such an errant behaviour.
I've submitted this as a bug and so have other folks who have reported this wrongly thinking is fault with Open Office/Libre Office, or their software which its not - comes down to CUPS.
I've got CP/Printers on my desktop as the only way to reliably set higher resolution prints is to set there first, then do corresponding settings in final print dialog, a inconvenience to say the least. The above settings results in a print which is in FINE, not DRAFT; to get DRAFT/FAST I have to set CP to that as well!
Cheers,
Alistair.
